Viktor Paskov was born in Sofia. He graduated from the Music Academy in Leipzig (1976) and stayed in Germany to work as a composer, opera and jazz singer, reviewer of music (1976-1980). He was an editor for Sofia Press, in the foreign-language weekly Sofiyski novini [Sofia News] (1980-1987), and again an editor at the Boyana Studio of feature films (1987-1990). In 1990-1992 he lived in Paris. In the mid 1990s he was the director of the Burgas Theatre and the programme manager of the Bulgarian National Television. Paskov was the director of the Bulgarian Cultural Institute in Berlin (1995-1998; 2002-2004) and a Cultural Attaché in Switzerland (2006-2009).
He is the author of Nevrastni ubiystva [Underage Muders] (1986; 1997), Balada za Georg Henig [A Ballad for Georg Henig] (1987), Tsiy Kuk (1991), Germania – mrasna prikazka [Germany: A Sordid Story] (1992), Autopsiya na edna lyubov [The Autopsy of a Love Affair] (2005), Glednata tochka na Gauguin [Gauguin’s Point of View] (2008). He wrote the scripts for the feature films Ti, koyto si na nebeto [Thou in Heaven Above], Indianski igri [American-Indian Pastimes], Plyontek, Duhove [Ghosts].
A Ballad for Georg Henig brought him the major French Award for foreign literature of the book salon in Bordeaux (1987); he also won the Helikon Prize for contemporary Bulgarian fiction for his novel Autopsiya na edna lyubov [The Autopsy of a Love Affair].
A Ballad for Georg Henig was translated into English in 1990 by R. Sturm.
